		<description>&#039;he probably screwed up here&#039; might be right in relation to running afoul of the Standards Board, but not in terms of trying to do something about that particular eyesore. If one can take the various reports as given, it seems that the council are guilty of inaction (no surprise there), which means abuses will happen until some sort of hue &amp; cry is raised about it. Is the tram depot office important enough to make a fuss over? Only if people step forward and say it is...</description>
